Floating layer problem

There are a lot of posts regarding this problem, but no one has answered it in a way that will work all the time. I think this is the answer...it worked for me anyways. When you have a layer that "floats" and won't seem to anchor to the page for different screen resolutions and centering your page etc... I created a table to hold the text in, converted it to a layout grid, and then put a textbox in the layout grid. Try that.
