Hi all when i click multi row for tabs, which appear on both rows. Is it possible if click on the top row tab, preventing it to move down ( the bottom tabs move up and top tabs move down).

I can see this being confusing for clients. Is there way that the tabs don't move.

Nope. Unfortunately the fixed behaviour of a Microsoft Tab Control is to bring the active tab to the bottom line. You can see this behaviour in things such as the Windows properties boxes. Right click on the "My Computer" icon on your desktop and select properties. This is a tab control.
