There is a batchfile called turn_off
You can probably find it at C:\Program Files\Avaya\IP Office\Manager
Start it and try to see if it solved

weird, we have this with the odd phone, not the whole system, with ours it seems to be the port, as i can put a phone that says it needs an upgrade on another port and it comes up straight away. not found a fix yet, have just been letting the phones upgrade. ours is on 4.2.4 too
