Filezilla server definitely works, I use it myself all the time. And the server interface which you can open from Start menu shows you exactly what is going on, like below.

So you need to make a new test with the server interface open.
If you don't see anything like above, the phone did not manage to open FTP connection, so either routing problem or firewall.
If it opened the connection but couldn't login, you will see it above.
If the directory is wrong or it can't see the file, you will see it above.
If it transfers the file (like you see above, the 410 loadware transferred OK), but it doesn't work, you need to look closer at the file you are transferring, check the release note to see if you are using the correct file, or consider factory reset of the phone and try again.
It all depends on what you see in the logs like above. User moriendi has a home dir of c:\ftp, so file transferred shows as /410adv5-1-32.app in logs, although it was actually c:\ftp\410adv....
