FireWall-1: Failed to Load Security Policy: No State Saved

This is one of the error messages which I'm getting constantly in my FW-1 4.1 on Win2000SP2.
FireWall-1: Failed to Load Security Policy: No State Saved
Do someone know solution to this error message?

This can happen if the name of the Security Policy and that of the Firewall Module itself are identical.
