Use find.exe and findstr.exe in the DOS directory C:\WINNT\System32). Help for these commands can be obtained by using a /? switch after the command.
As I know there isn't any standalone executable to access the Windows Explorer search function; except to do a rather complicated rundll32 shell32.dll <command> type command.
