As an administrator, is there any way of finding out what users passwords are?

You can't do this natively. There are 3rd party tools (eg l0ghtcrack) which can crack passwords.

If you have administrator access on the system then just assign the user a new password and tell him to remember it

You can use atstakes' LC3 program, it will get users passwords from a lan unless they are behind a firewall. If they are behind a firewall, you'll have to install it the users locally. Otherwise, you can get the passwords by using their computer names if the user is logged in. I beleive this is what johncurtis was mentioning too. Laterz
