In Outlook 2000 you can tell Outlook to only download header information if the email exceeds a certain size. Does that help?
Tools / Options / Mail Delivery and change the "Don't download messages larger than... box.
You can also create rules based on the size of the email - Tools / Organize / Rules Wizard (after a message is received, has an attachment, is between size limits, move to a specific folder.
