I have two data providors in a report. One is ran from a Universe the other is a csv file (personal data file).

I have linked the two providors together using a common dimension (code). I have a prompt on the Universe data providor and want to filter the csv providor based on the universe providor prompt.

How would I do this?

AFAIK, one cannot use the User_response() function as input for a filter variable. Perhaps you can fetch the date with a third dataprovider and use the fetched date for reference in a filter expression. (Third dataprovider can be unlinked)

You should be able to build a derived filter to do this.

When you do Insert->Filter you can use the Define button to build a formula to do what you want. Just remember that UserResponse is always a character string.
