I have a file folder in my local drive. Can this file be shared to network users so it is accessible?

In explorer, right-click the folder and select 'Sharing and security'
Share the folder.

Thanks. After setup to share the file from my local drive to the network users, how can they access the file from their workstation?

from My network places, find your machine name and then the sharename should appear under it.

or from a run prompt type \\yourmachinename\sharename

or at a command prompt type

net use x: \\yourmachinename\sharename (to map it to drive letter - will then appear as that in explorer).

To set more detailed sharing permissions, open up My Computer, click on the Tools menu, select Folder Options. In that window, click on the View tab and scroll to the bottom and uncheck Use simple file sharing.
