I had just bought a laptop with XP Home Edition. My old laptop serving as the host for networking has Win98. How do I setup for file and printer sharing?
For your old laptop, right click on the folder you want to share, select to sharing, choose "share as", in the security tab, make sure you have everyone as full control and make sure that you are logged on as an admin.
From your xp, go to network neighborhood, navigate to your old laptop, double click on the laptop, select printers, choose the printer you want to connect to, right click and choose connect.

NetBEUI is not necessary. Many people recommend using it if you have problems getting TCP/IP to work, but that should be the only reason - to save time.
As a matter of fact, WinXP always has the protocol disabled be default. Mi¢ro$oft is trying to move away from the aging, outdated protocol that is unroutable. Still it is an option...
