The user profile is corrupt.
1. Create a new username and password. Logon as the new user and test.
2. Logon as local Administrator. Remove the original user.
3. Copy the original profile data to the new username profile:
4. Remove the old profile. You can right-click My Computer, Properties, Advanced, and use the profile utility there to remove the old profile.
