file download / save as dialog

i am trying to automate (dummy proof) the process of downloading a file to particular location. our clients are currently clicking on a href link to a file and saving the file to the proper location (c:\temp). on occasion our clients are saving the file to the wrong location.

is it possible to make the location (c:\temp) the default location when the "file download" | "save as" dialog is displayed?

this is a clients machine level of thinking and performing tasks on the clients machine in all are usually not a task to pursue.
