File Compare Utility

Does anyone know of a free or low cost utility available to compare two .txt files on a Windows platform? I am looking for this utility to have an option that will compare the files based on record positions. I only want to compare postions 5-80 of each record. In my scenario, it is ok that columns 1-5 differ but 6-80 should not.
