file attachment via OWA

i have an ISA 2004 server which is publishing my internal exchange server for OWA purposes.

for some reason users cannot attach an attachment larger than 47KB.

this only happens when going through the ISA. whenever connecting directly to the exchange everything is ok.

this happens with all file types.
