Federal Do Not Call requirements

Does anybody have any ideas/suggestions on how to go about satisfying the new requirements for a relativly small call center? We make ~1000 outbound telemarketing type calls per day that need to be screened against the DNC list.
I've searched the forums here and couldn't find anything on this topic--How come? Is nobody here involved with Sales?
If so, are you burying your heads and hoping it will go away? Are the fines not high enough to scare you?

Some things I am aware of already:

1) Since our calls cover the entire US and beyond, we would need to purchase the full database at >$7000/year

2) We could setup a SQL server with a web interface where salepeople could input the number the intend to call and screen each call manually but this is a small but time consuming process and relies on the salesperson to do the work--which if they don't, we could be fined $11,000!
This option also requires another server computer, operating system and custom software and maintenance--along with the time to update the databases regurlarly. I've ballparked the initial cost at $15K with annual costs around $10K.

3) I don't know for a fact, but my experience with Avaya is that implementing their CRM pkg that has a module for DNC screening would be in excess of $100,000 for 50 agents.

4) In my research, I came across Teleblock by Call Compliance, which screens and blocks outbound calls in real-time against federal, state, third party and in-house Do-Not-Call lists within the network infrastructure of a participating telephone company via SS7 and IP technologies. Unfortunatly, SBC (our current carrier) does not offer this option.

At approx. 1000 calls X $.015/call X 23 days/mo=$345/mo (cost of screening)+ $450/mo (for the transport and EUCL) + their normal interstate outbound call charges of $.025/min , this looks like a very viable option.

I'm leaning this way but wanted to check if anybody has other options I have not considered or any warnings or caveats. If anybody is using this or a similar service, please share your experience.
