Fans Not Turning On

Someone brought me a compaq computer to see if I could find out what was wrong with it. They weren't very descriptive about the problem, so I intended to plug it in and see how it did or didn't work.

Upon turning the computer on, I received a windows stop error (sadly, I didn't write down the number). I also noticed that the power supply was making odd noises during start up, so I took it out and ran a test on it, it failed. I tried puting an extra power supply into it and received the same error (the cpu fan also failed to start up). Now I can not seem to get any fans to turn on, even if I put in my own (case fans won't work either). Does anyone know what would be causing this?
 
ok, the stop error was STOP 0x0000000A (0x00000000, 0x00000002, 0x00000001, 0x804EA568).
 
Remove motherboard and shake it out. Look for "bulging capacitors. Hook up power supply (known good), memory (one stick), CPU (with cooling fan), video card and monitor. If it boots up (readout on monitor), put back together piece by piece. If still nothing, one of the components you are using is bad.
 
Several COMPAQ models do not follow the normal power supply plug requirements as to what voltage is applied to what pin.

This does not sound good.
