Failed to Open GPO Editor

Hello all
After restore the system state I can't view the GPO anymore(start-> administration->domain security policy). It saide I don't have appropriate rights. I log in as admin. in the sysvol I see that admistrator security was unknown so I add that back but still couldn't go to GPO editor. this is the main DC on second DC samething happened but I add the admin sec right then I can view it and edit it.

I try all microsoft suggestiong add security in Sysvol etc. Still doesn't work. I am now using GPMC.SMC instead but the GPO Editor in server 2003 still doesn't work
