Fail over setup question?

We have two server2003 just for file sharing. They are both on the samedomain and both are DC.
Server1 Ip 192.168.2.2
Server2 Ip 192.168.2.3

I would like to set up a file over and synchonize the files including using access right any tips? ideas ?

What I want is that I can turn off one of them and the users can still use the other ones and will sync when fix. Most of the files are Excels, Word or PDF
