EZ GPO: settings not applied

I've just downloaded the EZ GPO admin template for controlling power saving settings on user PC's ( and from what I've read on a few sites, it's quiet good. However, I can't seem to get the settings to apply. When I do gpresult, the policy is listed there, but when I go into control panel the power settings are the same and if I do powercfg /query the settings there haven't changed either. Why is this? Here is the result of powercfg /query:

I configured these under both user and computer configuration (althought I don't quiet understand why it needs to be under user configuration anyway). Would really appreciate somebody's help on this

Run RSoP on the client machine in logging mode. This should give you a clearer picture of why the GPO is not applying. Could be the user does not have read and apply permissions to the GPO.

 
Sorry, maybe I should have phrased the question differently ... the policy is being applied as it appears in GPRESULT and authenticated users have both read and apply policy permissions (and both the user and computer are within the scope of the policy) - my confusion is why the settings aren't reflected in powercfg /query or in the control panel. From looking at the ADM file it appears to write the HKLM\Software\TeraNovum ... or somewhere like that (I can't remember the key exactly) but surely it would have to write to somewhere in HKLM\System or HKLM\Software\Microsoft?
