Is it possible to export crystal reports to data definition only...ttx files?

What do you mean by data definition? You can export a Report Definition, which shows how the report works. Or you can export data in various formats, though this depends on your Crystal version, which it's best to give because features vary.

If you are asking whether report files can be exported to tab-separated text, the answer is yes. It is one of the options in the export dropdown.
