Explorer is not working, My Computer will not open. 1

Recently I prep’d a new Win IP system for a user on the network. During the install, shortly after installing SP2, I discovered that My Computer had stopped working. On further examination I found that My Network Places, Control Panel, the Run Line and the search function had also stopped working. I ran the SFC and the issue was resolved. A few minutes later the issue returned. I turned off the Automatic Update function and stopped the notifications, and the issue stopped, and has not returned. Unfortunately as I prep’d another system, I had the same symptoms. This time turning off the Automatic Updates did not resolve the issue. All testing has been done with a user logging into the network and the Administrator account for the workstation logon. All reboots are done with a full shutdown. Also the issue is not consistent, a change will be made and the system will be fine for a couple of logons and then return.

· The network is Novell only (Netware 5.1 servers, Client 4.83-SP3 and 4.91).
· Issue is that Explorer functions stop working.
· Issue started after SP2 was installed and disappears when SP2 is removed.
· Occasionally we click on My Computer and an error message comes up showing an error in explorer.exe. Frequently when we attempt to send the error to Microsoft a Dr Watson error occurs as well as an error in C:\docume~1\Admini~1\Locals~1\temp\ XXXX-appcompat.txt (the X’s represent a hexadecimal character), the file name changes each time..
· Users do not have access to the Internet (for testing we have granted internet access, but that has not changed the symptoms).
· Systems are assigned static IP addresses.
· Drives can be accessed through Internet Explorer

The following is a list of what we have tried:
· Stopped and disabled the Security Center service.
· Ran full virus scan (current definition files).
· Ran Spyware software.
· Ran disk cleanup utility.
· Emptied the C:\docume~1\Admini~1\Locals~1\temp directory.
· Remove the network cable.
· Removed Client 32 and installed the latest version.

Any suggestions would be appreciated. Since I started typing this, we have found another system that is having the same problems.

netsh winsock reset catalog

(wait for the prompt to restart)

restart the computer.

I gave it a shot and it seems to work for the administrator account. I did not do a lot of testing but so far so good. When I logged in as one of the users the issue returned. Do I need to run this for every user?
 
Yes.

(This is not a horribly technicly correct response) but start with this as a basis.

I promise I will track the issue.

This did not resolve the issue. We ran the command for each profile, some worked a couple of times the others did not work at all. Even the Administrator accout is broken again.
 
We have now run multiple spyware checkers and a full virus scan. Other than a couple of questionable cookies, we have not found anything. Any more ideas?????
