Explorer.exe Not loaded-No Desktop/Icons/Start Menu

When booting up system (Windows XP Media Center 2005), Receive McAfee Error stating possible potential virus to run virus scan. Clicked okay but virus scan does not launch. System boots, then desktop background comes up with no taskbar, no icons, no START menu. Go to Task Manager and the explorer.exe application error comes us and says it is not installed. Tried to do system restore but will not go past the date you are currently working on system. Can go to all drives, internet provider and surf internet. I believe a virus is there and need to install explorer.exe but what type and where can I locate it. Other possible problems too?
 
Boot into safe mode and see if you can get in. If so then it may be something starting up with your computer that is causing it to hang. You can check your startup items in safe mode with start, run, msconfig and then the startup tab. Uncheck non essential items and see which one is causing the problem.
