Exmerge and Synch error

I've recently moved a handful of users between sites using exmerge. Once they have been moved, their outlook clients report an error synchronizing for offline use. I'll paste the error at the bottom of this post, but it basically states that outlook can't synchronize "Organization Forms".

Any thoughts? Although there is a public folder out there called "Organization Forms" there was not an instance of it being replicated to their old site. Someone had mentioned it might be a permissions issue, but after granting "owner" rights the users are still having the problem

80004005-507-0-522 The contents of this public folder are currently unavailable. Either the Microsoft Exchange Server computer servicing this public folder is down or the public folder has not been replicated to this site. See your administrator
 
In Exchange Administrator, go to Tools, Forms Administrator. You should see Organizational Forms. Click Modify and make sure that the Default permissions are set to Reviewer. If Organizational Forms doesn't exist, create it. Restart all Exchange services. Log out/Log in the clients.
 
I do see Organization Forms there and the default permissions are set to reviewer.
 
...and you restarted all exchange services on all the servers in your site? Then, restarted the clients Outlook?
 
Well, not exactly. The permissions were already set so I didn't change anything and I rebooted the server late last night for regular maintenance anyway which would have restarted the services. There's only one server in the site.

I originally thought it was just mailboxes "moved" from the other site, but since my initial post, it dawned on me that exmerge doesn't "move" jack sh!t it just exports and imports a .pst to a mailbox I've already created.

So, running with that concept in mind. I created a brand new mailbox. Configured an outlook client with the profile and synchronized it. The synchronization failed. So it isn't just mailboxes brought over from the other site, it is any new mailbox that's created in the site.

But after doing a side-by-side comparison of an older mailbox that CAN synchronize and a new mailbox that CAN'T synchronize I can't see any difference.

Is there anything else you can think of that I could check? Thanks for the responses.
