Executing DTS package in a stored proc

this is what i'm running
exec master..xp_cmdshell 'dtsrun /S CCMFISCALNT3 /N DTS_Import_dqprov /E'
when i run it from a command prompt it works fine, however when i run it from QA, i get the following error msg:
Error string: Error opening datafile: The system cannot find the path specified.
any clue as to why that happens?
