exchanger server public folders restore pub.edb

i got my exchanger server 5.5 to restore to another machine after system crash was able to see all users and email the problem is that i did all of this for the public information store that has all my contacts and when i restore the pub.edb i only get 16 contacts out of 100 or more please any suggestions or any other files i need to restore pub.edb properly
