Currently the configuration that you are explaining is precisely what I am using. I have a dynamic IP address with my ISP. I have registered a domain name. All that you need to do is just ensure that the DNS entry for your domain is current. It's a fairly simple process. Just go to the website of the company that you got your domain name from and update the DNS as needed. Even Dynamic IP addresses on "always on" broadband connections don't change that often. You can use a dynamic dns service, but it usually costs money. I paid 5.99... or maybe 4.99? for my domain name. That was for a year. No need to use DynDns since the IP doesn't change that often.
Yeah, I suppose you're right. An ISP blocking 80 outbound may as well sell you a pencil and pack of paper and tell you to surf the web with that. It would be equally as effective.
