Exchange smtp problem

Ok..here is the thing, we have a server with 2003 Small business server /w exchange. We are having problems sending mail to smaller domains such as agilit.com, or even volvo.com But bigger ones like earthlink.net or aol.com,yahoo.com go fine. It gives us a error 5.5.0 smtp,here is how its setup. We use Pop3 connector to sweep an ISP account Like Frog.net and then in exhchange we have each frog.net account mapped with each domain user account. so if luke@frog.net gets mail it will send it too luke@dom02.local. We also have a Smtp connector with all the defaults like shown from Microsoft. I thought it was DNS and think it still could be DNS but can not figure it out,any ideas thanks
 
Well, you know that your email is flowing since you can get to some places. So, my suggestion would be to try and determine if you have an open relay and are getting blocked by those domains.

They may be running anti-spam software that is blocking you.

I figured it out, i was put on this with out being briefed on what was going on, but they dont have a domain name bought, so they can not use exchange as smtp serverit doesnt know where to route because no MX records for there doamin,plus ISP wont allow a smtp server to route through there smtp server, so i created a POP account along with there exchange and made the pop account go first when they hit sedn and recieve, if any one has a better suggestion
