Exchange Server-Delayed and undeliverable mail

Does anyone know what would cause this message? Network, reverse DNS? I am getting a few of these sometimes on some clients connecting and using our Exchange server. Sometimes the mail does go through sometimes it never makes it.

This is the message the senders get.
"Delivery to the following recipients has been delayed:"

Any insight would help. Thanks

The most recent problem I had for this error message was that the sender had many recipients in the To: list of his mail. The size of the mail was also quite huge. I advised the sender to move most of the recipients to the CC: box which would result in less copies of the same mail being sent out. My internet mail access works on limited bandwidth, so mail traffic volume is critical for me.
