Exchange Rights

What rights do I need to give an NT account or group, to access all the mailboxes to do moves and check on problems? In the past, we have given rights in multiple places, but frequently have problems with some accounts not having the desired rights.

start out by giving them straight Administrator level rights. If they need more than that, you can move them up to Permissions admin, then the last step is Service Account admin.
