Exchange Orphan user Recipient objects in GAL

We have multiple sites within our Exchange infrastructure. Currently a exchange admin at one site can view 1 Recipient account and at the other site there appears to be 2 Recipient accounts with the same name, however one of the Recipient accounts only has a smtp address space and not x.400 name space attached to it. I need to understand why there seems to be 2 Recipient accounts and what is the solution for only having 1 Recipient account. If I send mail to the one account that only has the smtp address space I get a NDR back.
