exchange MTA problem Emergency!

I recently experience a problem on my exchange Server which caused all of the outlook users to hang.
This is the message that I got from the event viewer.

The limit of the numbers of the Assocaition allowed to and from entity /O=Compny_name/Ou=OUname/CN=Configuration/CN=Servers/CN=Server_name/CN=Microsoft MTA has been reached. The Limit is 9 .[MTA XFER-IN 20 34](14)

Any input would be greatly appreciated.

Have you checked this MS Knowledgebase article

You may have a network bottleneck that is causing the issue.

Thanks. Actually, this is one of the errors which appeared,but this caused most of our outlook clients to hang.
