Exchange Junk Email

We are using Exchange 2003 and a mixture of Outlook 2003, XP and 2000. I have noticed that we are having a lot of mail getting put in the junk email folders for many users. I have found where I can turn this off for each individual mailbox by going through OWA. I want to turn this off for all of our users and not have to go to OWA for every user name. Is this possible?

I've been using it for years and it has been entirely trouble free. Microsoft liked it so much they are using it in Exchange as the Exchange anti spam engine.
