Setting up a IMS Dial-up should be idiot proof.

However, upon setting up very, very basic parameters in IMS to use a Dial-up connection to dial out and receive email (or send them), nothing happens.
Everything as far as I can tell is setup correctly. But still, the IMS sits there doing nothing. ETRN has been used or not used. Still, nothing happens.
The scheduling is not set for 10 hours or someting ridiculous. It can be anything. 1 minute, 10 minutes. Still, nothing happens.
Is the Exchange 5.5 SP4.x IMS Dial-up process KNOWN to have these querks?
