You install the tools from the Exchange 2000 CD - start an Exchange installation on the remote system and uncheck all but the tools (Microsoft Exchange System Management Tools ).
Also be sure to install the Windows 2000 adminpak.msi (on the W2K server CD or in the SYSTEM32 directory of a server) for mailbox administration.
