Exchange 5.5 to Exchange 2003 migration problem

I was testing performing an Exchange 5.5 to 2003 upgrade recently. I decided to use the standard deployment method. Basically, install AD on a new box and follow the Exchange Deployment Tools documentation on how to join a new Exchange 2003 installation to an existing 5.5 organization.
One of the steps is to install Active Directory Connector to facilitae synchronization between the Exchange 5.5 DS and AD.
When the first Exchange 2003 server is joined to an existing 5.5 org, a configuration connection agreement is supposed to be automatically created in ADC and Site Replication service (SRS) is supposed to be installed on the Exchange 2003 server and enabled.
For some reason the Exchange 2003 server is installed in the Exchange 5.5 organization, but no configuration connection agreement and SRS service is created. Therefore, when I fire up ESM there is no Exchange 5.5 server object in the site. Basically, since there was no configuartion connection agreement and SRS created, Exchange 5.5 configuration container is not replicated to AD.
I've tried this installation several times with the same conclusion. If someone might be able to tell me what I might be doing incorrectly (or missing) I'd really appreciate it.
If I can get Exchange 5.5 configuartion replicating properly, I'll be able to move mailboxes from Exchange 5.5 to Exchange 2003 easily and finally decommission the Exchange 5.5 server.

Have you created the Trusts between the 2 sites before starting and are they working?

Yes, I've created the trusts and verified that they are working correctly. There is definitely communication between the 2 domains. When I'm ready to install Exchange 2003 into the 5.5 site, I'm asked to type in the name of a 5.5 box. After that the install goes through without a problem. Unfortunately, when I open ESM on the 2003 Exchange box, the 5.5 Exchange server object and it's mailboxes are not there.
When I take a look at the ADC, I also see that there is only the user and public folder connection agreements that I had previously created, but no configuartion connection agreement. Also, on the Exchange 2003 box, site replication service (SRS) is disabled.
