After upgrading Exchange 2000 to 2003 it changed the rule for Deleted Items to automatically purge them. How do I reset this rule to allow users to purge and how do I recover the data it deleted?

I also need to know how to change the default storage size for the Exchange server. I changed it to 100MB for a user in the user's Exchange General properties but she still recvs the warning message that her mailbox is too full.
