Exchange 2003 smtp issue

I have recieved a error message trying to telnet to exchange box. Telnet port 23 cannot connect. Some change it to telnet port 25 in a cisco 678 router. I now get error message of &quot;there was a smtp communications problem with recipient's email server <mthr.headqtrs.home.com> #5.5.0 smtp; 550 not local host home.com, not a gateway.

I have my mx records set up through isp.
What am I missing here.
