Exchange 2003 is unable to communicate to Global Catalog Server

Hi,
I am trying to create users from an Exchange 2003 Server. But, it errors out saying, " Global Catalog Server is not Operational".
Nslookup works fine.

Anybody faced this problem, any workaround please?

nslookup links to dns not gc.

check your DC can be ping'd. Check it is a GC.

Yes, I do know that.
its a single DC small domain. GC checkbox is checked. Able to ping to the DC too.
