Exchange 2003 Admin Tools

I am unable to install the Admin Tools from the CD as it only gives an upgrade option from Exchange 5.5. I have removed the Exchange 5.5 Admin Tools from my pc running XP sp1 but it still fails.
Anyone seen this before?
