Exchange 2000 Messages 'Bouncing' between 2 servers

For some reason, messages are not moving from the queue across the bridgehead to one of our remote sites. The message the sender gets is: 'A configuration error in the e-mail system caused the message to bounce between two servers or to be forwarded between two recipients. Contact your administrator'

At the remote site, users can email each other and other internal and internet recipients, but all mail that should rout to the remote site, either internal or external is not getting through. Any ideas?

This happened so long ago, I am not sure how we fixed it. I am pretty sure this was a DNS issue and that one of our servers could not resolve the name of the other email server. Since then we have rebuilt the domain and our Exchnage system, but I am pretty sure that problem was DNS related.
