Exchange 2000 Inbox Delegates

Hi, I have a customer who is using delegates to share Inbox on Exchange 2000 using Outlook 2002 SP1 as client. when they assign a delegate to their inbox and give them reviewer permissions, the delegate can open and review new mail, unless it has an attachment. they cannot open this until the owner has opened the mail first. after this it is ok. i have tested this in our environment and if i give a user reviewer permissions to my inbox they can open any mail attachment or not. anyone seen this or have any ideas?

Are both the delegates inbox and the delegated inbox in the same store?
 
yes they are this is a Small Business Server 2000 site with one information store.
 
It just sounds like either the delegate does not have permission on the attachment, or Outlook does not know where to get the attachment from, until the owner opens the mail. Tried to look this up on the MS KB, but the only thing close that I saw was concerning the two different stores. I did not search under SBS though. I'll try again.
 
yes, i have had a search as well on this one. the error message comes up saying insufficient permissions so may still be a security issue.
