EXCEL9.OLB is missing or damaged - running on Terminal Server

I ran a "detect and repair" on Office 2000 running on our Terminal Server. When a non-admin user opens Excel, they receive the following error message.

One of your object libraries (excel9.olb) is missing or damaged. Please run setup to install it.

I even copied the file from another machine with a good copy of Excel and the error message still exists.

How can I fix this problem?
