excel scatter graph

I need to create a scatter graph which maps 2 co-ordinates. ie one figure on the x axis and one on the Y for the same item. My boss wants me to plot these 2 lists of figures (some of which are minus figures) onto the grid into which the x and y access cross in the middle and the points at which both figures join is marked by a x. Not sure if I'm making myself clear.
 
What have you tried so far? It sounds like a straight forward scatter chart to me, with maybe some fiddling with the scales afterwards.

just going through the wizard and selecting scatter graph.

SHORTAGE NEED
RISK MANAGEMENT -133 291
PROJECT DMENT -67 241
SOMETHING ELSE -14 144



Above is a example of the 3 columns I am selecting.

If I choose series is in rows I get 2 marks on the graph for each item.
 
Don't select 3 columns. Select the 2 data columns, and try again.

Edit both axis SCALE tabs.

For instance, if the MIN Scale is -140, then make the MAX Scale +140.

thanks - this now looks right but there are no labels. I'll try this link to add them manually. Is this the only way to do this kind of graph and have labels?
 
The link gives you an add-in which has options for adding the labels .... you won't have much manual intervention.
