Excel Linking Problem

I have an Access 97 database linked to an Excel worksheet on a server. The program works fine until a second user tries to open a form bound to the linked table. I then get a message that the linked worksheet is already opened exclusively by another user, or you need permission to view its data.
The Access database is shared by default. The Excel worksheet is also shared and not protected. All users have full permission for the folder containing the worksheet.
Any ideas would be appreciated.
 
I've had problems, in Excel itself, with locking of sheets that were supposedly shared. Excel doesn't do a good job of multiusers on a network--after all it's not a dbms. I'd suggest getting rid of the shared status of the workbook and set the default to single, exclusive user. See if that doesn't fix it.
