Excel - is it possible to apply alternate formula to a single cell? 1

I am trying to setup a worksheet where in a "total" cell I want to apply the results of either of two separate entries.
That is to be able to display the value of, say, C12+D12/1000 in Cell F12 OR if both of those cells are blank (or zero value) and cell E12 has a value, then display the value of E12.
Any help would be welcomed.

something along the lines of

=IF(AND(C12=0,D12=0,E12<>0),E12,(C12+D12/1000))
