Is it possible to format a cell depending upon the value in a different cell ?
 
Yes.
(Ex: Select cell A1. Format > Conditional Formatting > "Formula is" > =C1>5, Format..., choose Patterns, choose blue color, OK. If the number entered into cell C1 > 5, A1 will turn blue)

Highlight the cell you want ot have the conditional formatting. Goto the Format>Conditional Format menu. Change the first dropdown to "Formula is" If you wanted, for instance, to change the format if cell C1 is greater than 10 you would enter =$C$1 > 10 Then set the format the way you wnat it by clicking the format button.
