excel chart based on 2 scales

How can I produce a bar chart that would be based on 2 different scales (one bar would refer to number of people, the second bar would refer to their costs)

Not sure what is the expression of your chart. You mean Total Number of People in a Dept or the Employee's Number?
 
Hi,

Set up your chart INITIALLY with only one series.

COPY the data range for the second

Select the chart - Edit/Paste Special-Values -- this adds the second series.

With the new series selected, Chart/Chart Type and select Line

With the new series selected, Chart/Chart Options-Axis Tab and select the secondary axis

With the new series selected, Chart/Chart Type and select Column

VOLA! :)
