Excel 2002 "Too many cell formats"

Have a user whome recieves this message in Excell 2002 after upgrade from Excel 97.
She is in the process of fixing it. However, Is there some sort of "diagnostic" tool to run on the other workbooks to see how close she is to hitting the cell format limitation? Does one exist?

I have never heard of this limit being reached.

What sort of things does your user have to do to FIX the problems?

She is completely redsinging the workbook...there is a microsoft reference #Q213904.
