Excel '02 and freeze panes 1

We are having problems in an excel with freezing panes. We are able to set up the excel file freezing the top five rows to allow browsing of the others with those staying in place. The problem we are having is when the user goes back into the file every once in a while he can't scroll at all. The whole file seems to be locked...this is not only his machine either. If it is like that when he opens it and I try to access the file as well the same thing is true when I open it. Anyone ever seen this?

It's a 3 mb file with nothing special but row filters in it...I don't know if that's what you would call it or not. Is there anything we can do but recreate it?
